Please confirm the following:

Is the terminal powered on?
Has the terminal been power-cycled by reconnecting the power cable (or enter menu screen by typing “3456” followed by pressing “Enter” button, navigate to “Restart” option and press “Enter”)?
Does the terminal have an IP address (this should flash up at the bottom on the screen as the terminal restarts)? If no IP then for fixed terminal check that the Ethernet cable is connected to “10BaseT” socket and restart the terminal. If still no IP then if site uses DHCP please check DHCP server, otherwise consult local network team.
For fixed device: Is the terminal connected serially from RS232 socket to the workstation COM port
